Wow...

...just wow.


Looks like a somewhat impromptu match race. Both riders are beating their horses, the one on the left (of the camera) is actually worse, but it's the one on the right who uses his whip so many times the horse veers left into the crowd and tramples spectators. This is, of course, why proper tracks have rails, not just...if there's anything between the posts I can't see it and neither could the horse!
